Urban OS 2040 is G.O.A.L.’s flagship long-term Research & Development programme for advancing human-centred urban development.
At its centre is the Urban OS Core: an integrated knowledge architecture bringing together Human Flourishing, Family Formation and Urban AI. Through continued Research & Development, interdisciplinary collaboration and knowledge integration, Urban OS develops this foundation toward future real-world application.
Why Urban OS?
Cities shape human life as interconnected systems, but the knowledge used to develop them remains deeply fragmented.
Health, housing, mobility, technology, family life, public space, education and the environment are often researched, planned and developed through separate disciplines and institutions. Yet in everyday urban life, these systems continuously interact and collectively shape how people live, connect, develop and thrive.
Urban OS 2040 responds to this fragmentation by creating a shared foundation through which knowledge and expertise can be brought together around the human experience of the city. Rather than replacing existing disciplines, Urban OS connects them through a common architecture for human-centred urban development.

The Urban OS Core
An Integrated Knowledge Architecture for Human-Centred Urban Development
At the centre of Urban OS 2040 is the Urban OS Core: an integrated knowledge architecture for human-centred urban development.
The Core brings together G.O.A.L.’s work across Human Flourishing, Family Formation and Urban AI into a shared foundation for understanding and developing urban environments around the people who live within them. Rather than functioning as a static framework or masterplan, it is designed to develop over time through continued Research & Development, interdisciplinary collaboration, contribution and real-world learning.
How Urban OS Develops
A Living Foundation, Developed Through Collaboration
Urban OS 2040 is designed as a long-term Research & Development programme. Its Core provides a shared architecture, while the knowledge within and around that architecture develops through continued research, interdisciplinary contribution, collaboration and, over time, real-world application.
Organizations and experts can contribute knowledge, evidence, methodologies, experience and expert judgment from across disciplines and contexts. G.O.A.L. evaluates and integrates these contributions within the wider Urban OS Core, allowing individual expertise to strengthen a coherent shared foundation rather than developing in isolation.

G.O.A.L.’s Role
Stewarding the Development of Urban OS 2040
G.O.A.L. initiated Urban OS 2040 and leads its continued development. As the programme develops through contributions from different disciplines, organizations and contexts, G.O.A.L. is responsible for maintaining the coherence and direction of the programme and the Urban OS Core.
This includes stewarding the Core architecture, integrating knowledge and contributions across its focus areas, guiding its continued development, and ensuring that Urban OS remains aligned with its mission and principles.

Towards 2040
From Knowledge Foundation to Real-World Urban Development
Urban OS 2040 is a long-term Research & Development programme. Its path toward 2040 is intentionally adaptive: the Urban OS Core, the knowledge surrounding it and the collaborations that strengthen it will continue to develop as new evidence, expertise, technologies and societal conditions emerge.
The ambition is not to produce a fixed model for the city of the future, but to develop a mature and continuously evolving foundation that can inform different forms of human-centred urban development across contexts.
By 2040, Urban OS aims to have contributed to the realization of at least one full-scale human-centred urban development informed by a mature Urban OS Core, bringing Human Flourishing, Family Formation and Urban AI together in real-world urban development.
