Understanding the Framework

The Urban Family Formation Environment is G.O.A.L.’s systems framework for understanding how urban environments shape the conditions under which family formation takes place. Rather than examining housing, mobility, childcare, public space, employment and other urban systems independently, the framework recognises that they collectively form a single environment experienced by individuals throughout everyday life.

The Urban Family Formation Environment is not a model for predicting demographic outcomes. It provides a systems perspective through which municipalities can better understand how urban conditions collectively strengthen or weaken the foundations for family formation and long-term population renewal.

Why this Framework?

Family formation is often approached through demographic, economic or social policy. While these perspectives remain important, they overlook one fundamental reality: family formation also takes place within cities.

The Urban Family Formation Environment was developed to provide a common framework for understanding how urban systems interact to influence partnership formation, long-term stability, practical family life, support networks and long-term wellbeing. Rather than replacing existing approaches, it offers a complementary systems perspective that helps municipalities view family formation as an urban challenge as well as a demographic one.
