Understanding the Framework

The Urban Artificial Intelligence System is G.O.A.L.’s human-centred framework for understanding how artificial intelligence can be integrated into the urban environment and contribute to people’s experience of the city. It approaches Urban AI not as a single technology or digital service, but as intelligence embedded within and operating through the physical, digital and operational systems of the city.

The framework consists of two Foundations, Ambient Intelligence and Urban Orientation, which establish what Urban AI fundamentally is and where its purpose lies. Building upon these are five dimensions of Urban Experience, Safety, Urban Legibility, Urban Responsiveness, Human-AI Connection and Evolution, which describe how people should experience a city increasingly shaped by artificial intelligence.

Rather than prescribing particular technologies or applications, the framework provides a common conceptual foundation for Urban AI. The technologies through which urban intelligence is realised may change over time, while its relationship with the city and the people who experience it remains at the centre.

Why this Framework?

Artificial intelligence is increasingly being integrated into transport, infrastructure, public services, buildings and other urban systems. Yet these applications are often considered independently, with attention focused on what individual technologies can do rather than on what it should mean for the city itself to become intelligent.

The Urban Artificial Intelligence System was developed to provide a human-centred foundation for addressing this question. Rather than defining Urban AI through specific technologies, it provides a common systems perspective for understanding how artificial intelligence can exist within the city, what it should remain oriented toward, and how people should experience an increasingly intelligent urban environment.
